This packet was designed to help parents who have had minimal training or experience related to the education of young deaf and hard-of-hearing children. The preschool years are a critical period for language development. For children with a hearing loss, attention is naturally focused on speech and hearing remediation. It is also important for parents to provide an environment that encourages the literate development of their child. Parents must understand that for all children, hearing or deaf, the foundations of literacy begin at home.
